German legislators have decided to allow online casino games in Germany, within a strict regulatory framework, Glücksspielneuregulierungstaatsvertrag (GlüneuRStV). The new regulatory regime will come into force on 1 July 2021. The framework comprises strict measures on player protection guidelines and addiction prevention measures. Up until 2008, online gambling was unregulated in Germany. The laws at the time didn’t address the internet in any way. Things changed when the Interstate Treaty on Gambling (ISTG) was passed in 2008. This effectively banned all forms of online gambling other than sports betting and horse racing offered by state-owned entities. Germany-facing operators had to make a series of changes to their iGaming operations in order to please local lawmakers. It should be noted that these changes were concerned with online casino and poker products as online sports betting is already legal in Germany under the temporary law that took effect early this year. The regulation of online gambling in Germany has long been a contentious issue. Germany’s 16 States have, however, finally reached an agreement regarding the regulation of Germany’s gambling industry. A government body akin to the UK Gambling Commission will oversee implementation of the regulations and issue new operating licenses to German-facing Casino. New measures will be put in place to promote social responsibility among operators along with helping to lower gambling-related harm. July 2021 is the time frame set for the new rules to come into play. From here, the new licenses can be issued.
